第三部分是评价+总结。即评价题目论点能否实现的条件。一般用以下形式开头： Whether...this policy/this point...can be effective/justified/useful...depends on.. 然后分别叙述可行的理由是什么，不可行的理由是什么。如果题目中出现了more、less来比较两个论点，你还可在总结时给出你的判断，俗称“挑边”。
例子如下： Whether price controls can ever be effective depends on the size of black markets, the strength of policing system, extent of price controls, as well as the elasticities of demand and supply.
