第一部分对概念或关键词给出定义和解释。不难看出这题的概念或关键词是 price mechanism 、price controls.
supplyexceeds demand , a surplus willbe created and higher price
正：maximum price:
encouraging consumption,to make it more affordable for the poor and tocounterbalance the power of monopolies.
minimum price:
discourage consumption ofa product (usually demerit goods) or to increasethe income ofproducers (usually of agricultural products).
反：maximum price:
Demand exceeds supply, givingrise to a shortage. Some willing buyers will beunable to purchase the product.
minimum price:will make it less accessible to the poor. Producers may sell the productillegally at lower pricesin a shadow market.
